About Conference

The 19th OCT-EU FORUM and the OCTA MINISTERIAL CONFERENCE will be held in Nouméa, New Caledonia from 17 to 22 November 2022.

The OCTs-EU Forum meet annually to bring together OCTs’ authorities, representatives of the Member States and the Commission as well as members of the European Parliament, representatives of the EIB and representatives of the outermost regions.

The OCT-Association (OCTA) Ministerial Conference and trilateral meetings are organised in the margins of the Forum.

The OCT-EU Forum will be chaired by the European Commission, while the OCTA Ministerial Conference will be chaired by New Caledonia.

The Treasurer of the OCTA Executive Committee, Mr. Inuuteq Holm Olsen (Greenland), will present the OCTA financial report for 2020 and 2021, the budget for 2022, and the expected results of the audit that the European Commission is undertaking on the 2020 and 2021 grants.

Round table on the future of the partnership
The OCTA Chair will open the discussion on the post-2021 debate and its implications for the OCTs. The OCTA Chair will then open the floor for interventions by Heads of Delegation on the following discussion points (interventions should be limited to 2 minutes):
- Reminder of the partnership framework = OAD 2021 / EU and OCTA strategies
- Post-Cotonou regional integration/cooperation and relations with neighboring and third countries

Elections for OCTA Chair and Vice Chair, Executive Committee Chair and members, and Audit Committee
The OCTA Chair, Vice Chair, Chair of the Executive Committee, members of the Executive Committee and the Audit Committee shall be elected from among candidates nominated by the OCT Governments.

Presentation and approval of the Administrative Resolutions and the Political Declaration
The Chairman of the Ministerial Conference shall read out the Administrative Resolutions and the Political Declaration, and shall invite the political leaders of the OCTs to approve these two documents.

Signing ceremony of the Political Declaration and Administrative Resolutions
The signing ceremony of the Political Declaration and Administrative Resolutions by the Heads of Delegations of the OCTs will take place.
